How to Open USB Debugging on HTC One/Desire Devices?
Step 1 : Turn on your HTC device and open the "Settings" app.
Step 2 : Scroll down the list and tap "About Phone".
Step 3: Scroll down the window and choose Software Information.
Step 4: Tap on More and find "Build number". Tap it 7 times until you get a message on the screen that says "you are now a developer", which means you have enabled developer option on your HTC device successfully.
Step 5: Go back to Settings app, scroll down and you can see the Developer options menu.
